We have always lagged in the competitiveness study because we never implemented a standard test across the country measuring our competitiveness against the other countries.
It seems that we do not want to know how well (or how bad) is our competitiveness level compared to the world.
And the people that were tapped to improve this situation tends to use their "right-brain" more than the detail-loving and itty-gritty "left-brain"... :- )
It seems that they are contented with conclusions and sound bites.
